OpenCityUSA LLC (“we”), a Wyoming limited liability company, runs this website. One policy covers every site we operate: OpenCityRecord.org, TheCityRecord.org, every state site listed on opencityrecord.org/states and thecityrecord.org/states, and each city site beneath those state sites. We are responsible for the personal information described here on all of them. Our contact details are in section 9.
_oc_uid cookie, and any name or email you give us.We do not ask for or knowingly collect sensitive personal information as California law defines it.
To run the service (search, video, alerts, accounts, billing), to understand and improve how it is used, to send the email you asked for and measure whether it worked, to stop spam and abuse, and to meet our legal obligations.
AI processing. Search, summaries, and answers about records send content to third-party large language model providers. We use paid tiers under which your content is not used to train their models, and we do not train models of our own on it.
The rest of this policy is about you as a visitor. This section is about someone different: the people named in the records we publish.
We publish agendas, minutes, transcripts, and recordings of public government meetings. If your name appears in one — because you spoke at a meeting, applied for a permit, or hold public office — that is a record of government proceedings, not information we collected about you. We transcribe and summarize this material with automated tools, and those tools make mistakes, including attributing a statement to the wrong person.
If something we publish about you is wrong, tell us on our public records and personal information page. Include the page address and the passage or timestamp, and we will look into it. Corrections to the underlying record are made by the government body that published it — usually the city clerk — and removing something from our site does not change their record.
Essential cookies are always on — they keep the site working and remember your privacy choices. Analytics and Marketing cookies run only if you allow them in the consent banner. You can change your mind at any time using the “Manage Preferences” link in the footer.
The _oc_uid cookie lasts up to 400 days and tells us when someone arrives from one of our emails. Clearing your browser cookies removes it.
We share data with the service providers that help us run the site: Google LLC (YouTube embeds and the YouTube API Services, Tag Manager and Analytics, fonts), our database and search providers, our hosting, email, payment, and spam-protection providers, and our own monitoring systems. They may use your information only to do that work for us.
YouTube and Google LLC. We publish recordings of public government meetings to YouTube channels we own, and embed that video back onto our meeting pages, using the YouTube API Services. A page with an embedded player loads content from YouTube, and YouTube may set cookies and collect usage data under its own policies. By using those parts of the site you also agree to the YouTube Terms of Service, and Google LLC’s handling of that data is described in the Google Privacy Policy (https://policies.google.com/privacy).
We never ask you to sign in to YouTube or Google to use our sites, and we do not request, store, or share any viewer’s personal YouTube or Google account data. Our YouTube API access uploads and manages videos on our own channels and nothing else. You can review and revoke any third-party access to your own Google account at the Google security settings page (https://myaccount.google.com/permissions).
We do not sell your personal information for money. But if you allow Marketing cookies, some data goes to advertising partners in a way that counts as a “sale” or “share” under California and similar state laws. You can opt out at any time on the Do Not Sell or Share My Personal Information page, or by turning Marketing off in the consent banner. We also honor the Global Privacy Control (GPC) browser signal as an opt-out.
California’s CCPA/CPRA and the comprehensive privacy laws of other states — Virginia, Colorado, Connecticut, Texas, Utah, Oregon, and a growing list of others — give residents these rights. Wherever in the United States you live, we will honor a request to:

If we say no. Reply to our decision with “Privacy Appeal” in the subject line, or send a new message to the address below saying what you are appealing. We review the decision again and write back with our reasons within the time the law allows. If we deny the appeal, you can complain to your state attorney general — and in California, to the California Privacy Protection Agency. We include the relevant contact details in every appeal decision.
To make a request, use the form at the bottom of this page, or email privacy@opencityrecord.org with “Privacy Request” in the subject line, the state you live in, and what you would like us to do. Write from the email address you used with us so we can verify it is you. We reply within the time the law requires — usually 45 days.
How long we keep it — only as long as we need it. Cookies last up to 400 days, analytics up to 14 months, performance data under 180 days, and subscriber records until you unsubscribe. A verified deletion request is honored sooner.
YouTube data — the only information we keep from the YouTube API Services is the public video ID, URL, and upload status of meetings we publish ourselves. We keep it for as long as that meeting record is published, and we delete it — and remove the video — on a verified request to privacy@opencityrecord.org. We hold no personal YouTube data about viewers, so there is none to delete.
Security — we use reasonable safeguards to protect your information, though no system is perfectly secure.
Children — our sites are not meant for children under 13, and we do not knowingly collect their information. Contact us if you believe we have.
Where we process it — in the United States. If you visit from elsewhere, your information is transferred here.
Changes — if we update this policy, the “Last updated” date changes, and we will announce anything significant on the site or by email.
